things that make me go hmm....

Somethings that I really do not understand, how can a building of barely 8yrs old, built with modern day technology & resources be needing a total revamp so quickly?


this building and the other 9 around it all had similar markings....


the "drawings" were to mark out the areas which the surface portion of the building were to be removed.... so weird.
